for a while, as was (is?) Vista. You had to approve of the controls. Once approved, they'd run. It's like getting prompted about a certificate. Hell, 99 percent of the target audience will just want to see the $flash_game and click "install and run." That makes the hack a two-click job now: one click to get to the site, and one to approve of the hack.
